First, accurately grasp the essence of internship

  Vocational schools all over the country should further improve their position, accurately grasp the essence of internship, adhere to the original intention of internship education, effectively regard internship as an essential practical education and teaching link, and continue to strengthen standardized management and long-term governance。It is necessary to deeply understand the new situation of career scene changes and job demand upgrading driven by the digital economy, and work with relevant departments to further improve the incentive mechanism for enterprises and institutions to accept students for internship, and promote the expansion and optimization of internship job supply in line with the major。It is necessary to take the initiative to adapt to the new trend of the deep integration of cutting-edge technology and practice, bring practice into the coverage of education information construction, and make good use of practical teaching resources inside and outside the school。It is necessary to specifically analyze the new requirements put forward by vocational education through training and training mode reform on internship arrangements, further strengthen the overall planning and reasonable segmentation arrangements, and deal with the relationship between internship and vocational skills training assessment, college entrance examination preparation and other aspects。

Second, strictly abide by the basic norms and the bottom line of the internship

  The "Regulations" put forward the basic requirements of the whole chain and the whole process such as internship organization, internship management, internship assessment, safety responsibilities and safeguard measures,The code of conduct is defined for the key nodes of the internship,Put forward 1 "strictly prohibited", 27 "not allowed",It draws the bottom line and red line for practice management,Rigid constraints are put forward for all parties involved in practice。All localities should adopt various forms such as expert interpretation, thematic education, wall chart posters, public service advertisements, and new media,In a way that is pleasing to teachers and students,Help vocational school teachers and students, parents and practice units to fully understand and accurately grasp the content and requirements of practice management,Improve students' self-protection awareness,Summarize and promote typical experience and cases in a timely manner,Form a good group effect, social effect。

Iii. Implement the internship management coordination mechanism

  Local education administrative departments should take the initiative to strengthen communication and coordination with relevant departments, jointly formulate the implementation of the "Regulations" work plan, refine the incentive policy for internship units to accept students for internship, and clarify the way of joint supervision and division of labor of departments。Relevant departments shall guide vocational schools, internship units, and students to sign tripartite agreements on the basis of the Tripartite Agreement on Student Post Internship in Vocational Schools (Model Text);The content of the Internship tripartite Agreement (Model text) shall not be deleted, and relevant clauses can be added in the form of attachments to the tripartite agreement if necessary。Provincial education administrative departments should coordinate and integrate existing resources, start the construction of provincial internship management information system and gradually improve it before the end of March 2022, and take the initiative to work with relevant departments to achieve full coverage of internship registration and filing and full coverage of process dynamic supervision。It is necessary to improve the assessment index system of vocational education, and include internship work in the assessment and evaluation of school leading cadres and school running quality。

Fourth, strengthen internship supervision and accountability

  The relevant departments of all localities shall, in accordance with the principles of "management of industry must be in charge of safety, management of business must be in charge of safety, management of production and operation must be in charge of safety" and "who is in charge who is responsible", regularly organize self-inspection, strengthen daily supervision, especially strengthen the safety management of internships, and improve the emergency response system and mechanism。The provincial education administrative department shall, in conjunction with relevant departments, carry out special investigations and key spot checks in the "double random and open" way for prominent problems, key periods, and key areas, combined with education supervision, public security management, production safety inspection, occupational health supervision and inspection, labor security supervision, and industrial and commercial law enforcement。Local education administrative departments at all levels and vocational schools should publish supervision and consultation phones before the end of January 2022, smooth the channels for policy consultation and situation reflection, summarize the situation of all parties and problem clues and establish a special account, and rectify one number and one number。Relevant departments shall seriously deal with and jointly punish vocational schools, internship units and relevant responsible persons who violate these Provisions according to law and regulations。The Ministry of Education will work with relevant departments to carry out spot checks and investigations。

  Industry and information technology departments should combine to promote the high-quality development of manufacturing,Through industrial policy, project guidance, the construction of service-oriented manufacturing demonstration enterprises, and the cultivation of "specialized and innovative" small and medium-sized enterprises,We will encourage advanced manufacturing enterprises, provincial "specialized and special" small and medium-sized enterprises, enterprises integrating production and education, and qualified small and medium-sized enterprises to actively participate in school-enterprise cooperation,Offer internships。Local financial departments should implement the per student funding system for vocational schools, take into account the expenditure related to student internship security and tuition levels, and scientifically and reasonably determine the per student funding standards;The reasonable expenses actually incurred by an enterprise for accepting students as interns and related to the income obtained shall be deducted when calculating the taxable income amount according to law。The human resources and social security department should actively explore ways for vocational school interns to participate in industrial injury insurance, and the banking and insurance regulatory department should supervise vocational school students' internship liability insurance and personal accident injury insurance according to law。The emergency management department shall urge and guide the practice units in mining, hazardous chemicals, industry and trade and other relevant industries to implement the main responsibility for production safety, and take the performance of the practice safety responsibility as an important content of production safety inspection。Local state-owned assets departments should guide state-owned enterprises, especially large enterprises, to incorporate internships into an important part of corporate human resources management, actively establish internship positions and publish them to the outside world, and provide corresponding policy support to enterprises with norms of behavior and remarkable results in accordance with relevant regulations。The market supervision department shall incorporate the management of internship violations into the relevant work system for rectifying and standardizing the market economic order, incorporate the information of enterprises with internship violations into the social credit system, and carry out joint punishment for dishonesty according to the regulations。The situation of organizing and carrying out internship work in various places will be considered as one of the factors in selecting provinces (autonomous regions and municipalities) with obvious results in vocational education reform。

  Local education administrative departments are requested to work together with relevant departments to formulate a work plan for the implementation of the Provisions and submit it to the Ministry of Education (Department of Vocational Education and Adult Education) before February 20, 2022, and timely report on other important work。
